Financing the Constitution Party, Frank Fluckiger (Utah, former national chairman)

Frank explained how the Constitution Party is financed by donations. The foundation is the State Assessment, which is required annually from each affiliated state. It is $1000.00 and can be paid all at once or spread out over several months, and it can be paid by more than one person. It can be paid online here: Annual State Assessment – Constitution Party. Make sure you put the name of your state in the comments section of the payment form.

Another option is the new Founders Legacy Society. It incorporates the previous Howard Phillips Legacy Society and expands the Legacy of the shared principles of the Founders, Howard Phillips (founder of the Constitution Party) and members of the Constitution Party.

Report of the Website Design Committee and the Social Media Team, Cindy Redburn

Cindy gave an overview of previous website versions, and how the 2025 refresh sets the Constitution Party apart from the other parties. The goal is to attract new people to the party (especially the younger generations) — those who know something is wrong but aren’t sure what. The new website continues to get above average engagement and viewership, since its initial Independence Day launch.

The social media team is working to make similar posts across many platforms:

States are encouraged to send information about state activities and events to for inclusion on the national website when appropriate.

The team is also working on a “I am a Constitutionist” video series but we need your help. Please record yourself or others stating why they chose the Constitution Party in a two minute or less video. If you do not want to do a video, then please write a short statement. More about this in the future.

  • Constitution Party tells Conservatives 2026 is the tipping point

Time to Unify under the Banner of the Constitution

Americans who love their county, love liberty, and love their Constitution must start to make the hard choice to walk away from the two-party factionism that is destroying them.

Marjorie Taylor Greene, Republican representative from the state of Georgia, recently announced that she will resign from Congress effective January 5, 2026.

In her statement she said, “There is no “plan to save the world” or insane 4D chess game being played. When the common American people finally realize and understand that the Political Industrial Complex of both parties is ripping this country apart, that not one elected leader like me is able to stop Washington’s machine from gradually destroying our country, and instead the reality is that they, common Americans, The People, possess the real power over Washington, then I’ll be here by their side to rebuild it.”

She is 100% correct when she says The PEOPLE have the true power.  She is 100% correct about the control of America by a Political/Industrial Complex is ripping this country apart.

Howard Phillips started the Constitution Party in the early 1990s because he recognized then that there is no saving the GOP. He created the Constitution Party as an ark for Americans who are left behind and beaten down by the GOP.

There is a continued cycle of conservatives fighting to save the Republican Party while the GOP embraces more globalism and socialism. There is a blind belief that conservatives cling to, that the GOP can be “saved”; all the while they waste their blood, sweat, and tears as the situation continually worsens. Each conservative must come to the realization on their own, of the futility of continuing with the GOP. But just imagine if, instead of putting themselves through the grinder first, they all simply looked at the decades of GOP history that show the rapid decline and came to the realization en mass.

Each American needs to take a good look at this cycle and ask this question: “Will I continue to support the GOP in its abuse, or will I pull my support from the GOP and support rebuilding America on securing individual rights, limited government, and political functionaries that answer to We the People.”

The Constitution Party asks Marjorie Taylor Green, Rand Paul, Thomas Massie and other conservative leaders to ask themselves a similar question: “Will I continue to be part of the problem, or will I stand up and be a part of the solution by breaking away from the two-party paradigm which is destroying the Constitution.”

It will take great courage and strong minds to break the chains binding our Constitutional Republic and the Constitution.  The real test is if the American people and their leaders have the grit and stamina to make it happen.

The Constitution Party has been growing stronger over the last couple years as more and more individuals are taking a good look at “politics as usual.”  2026 will see more major gains party as our State parties continue to grow, and our committed Statesmen win more offices.

We invite you to join us in making 2026 the tipping point where America returns to the fundamental principles of Liberty and self-governance that made it great.

  • Constitution Party Passes Resolution to Defend Educational Freedom from State-Funded Intrusion

At its semi-annual National Committee Meeting, held in Sparks, Nevada, the Constitution Party passed a resolution to “Defend Education Against State – Funded Intrusion.”

    It states, in part, that

“The Constitution of the United States delegates no explicit authority to the federal government to tax or fund education, or to regulate education. All such powers are reserved to the states, or to the people of the states, under the Tenth Amendment.

All human rights, including the right to govern one’s household and direct the upbringing and education of children, are endowed by the Creator and not granted by any government.

The family is the first and foundational unit of government, with parents bearing the full responsibility and authority to educate their children as a matter of natural and divine law.

The State does not own children, and it has no rightful claim over the direction of their education, particularly when such education is privately funded or directed within the home.”

The Constitution Party declares that all forms of tax-funded subsidies for non-public education are unconstitutional, immoral, and
incompatible with the principles of individual liberty, private property, and family sovereignty.

The Constitution Party calls upon the legislatures of all fifty states to nullify, reject, and repeal any existing tax-funded programs that subsidize private, religious, or home education, and to refrain from enacting any such programs in the future.

The Constitution Party rejects the redefinition of programs like ESAs as public education and affirms that such reclassification undermines both the integrity of public schooling and the independence of private and home education.

The Constitution Party affirms the sacred right of parents to educate their children without enticement, interference, or coercion by the State.

The Constitution Party rejects any claim—explicit or implied—that children are wards of the State, and we declare that no government has authority to intrude upon the God-given hierarchy of the family, where parents, not politicians, are the rightful stewards of the next generation.

The Constitution Party warns all liberty-minded citizens, churches,
homeschool associations, and private educators that the rebranding of ESAs as “public education” is a Trojan horse for expanded government regulation, surveillance, and eventual control over private and home education. We urge all who value liberty to oppose this deceptive promise of state-funded “choice” and to defend the necessary wall of
separation between education and state control.

  • Defend Educational Freedom from State-Funded Intrusion

“The powers not delegated to the United States by the Constitution, nor prohibited by it to
the States, are reserved to the States respectively, or to the people.”

    U.S. Constitution, 10th Amendment

“A power to establish schools… is no more implied in the constitution, than a power to
    establish religion.”

John Taylor, Construction Construed, and Constitutions Vindicated, 1820

The Constitution of the United States delegates no explicit authority to the federal government to tax or fund education, or to regulate education.

The State does not own children, and it has no rightful claim over the direction of their education, particularly when such education is privately funded or directed within the home.

The Constitution Party Platform affirms that

“We support the unimpeded right of parents to provide for the education of their children in the manner they deem best, including home, private or religious [and] all legislation from any level of government that would interfere with or restrict that liberty should be opposed.

Taxation to fund “school choice” programs, such as Education Savings
Accounts (ESAs), vouchers, or other redistributive subsidies that redirect public funds to private education constitutes a violation of private property rights and imposes unjust obligations upon families who do not consent to such programs.

ESAs and similar programs are often misleadingly presented as extensions of public education, even though they funnel tax dollars into private or home-based settings, thereby eroding the distinction between public and non-public schooling.

Tax-funded programs for non-public education blur the line between public and private schooling, inviting government oversight, mandates, data collection, and ideological control under the guise of choice.

True educational freedom rests not in government-funded alternatives but in the restoration of parental and local authority, free from state intrusion and coercive taxation.

Resolution passed by the Constitution Party National Committee, October 18, 2025, in Sparks, Nevada.

  • Preamble

The Constitution Party gratefully acknowledges the blessing of Almighty God, Preserver and Ruler of the Universe and of these United States. We hereby appeal to Him for mercy, aid, comfort, guidance and the protection of His providence as we work to restore and preserve
    these United States.

“Of all the dispositions and habits which lead to a political prosperity, religion and morality are indispensable supports.”

    George Washington, Farewell Address

The goal of the Constitution Party is to restore the American system of law and justice to its Biblical foundations and to limit the federal government to its constitutional boundaries.

The U.S. Constitution established a Republic rooted in Biblical principles of governance, administered by representatives who are constitutionally elected by the citizens. In such a Republic all Life, Liberty and Property must be protected as unalienable rights from our
    Creator.

We support the restoration of the US Constitution according to the intentions of the Founders in drafting a document, guided by the hand of Providence, that strictly limits the law making and enforcement powers of the federal government.

We also sustain the Bill of Rights which has served as the strongest bulwark against usurpation of the Constitution’s limitations by activist judges.

We further support all of the principles of liberty embodied in the
    Declaration of Independence.

    We affirm:

    • That each individual is endowed by his Creator with certain unalienable rights; that among these are the rights to life, liberty, property and the pursuit of happiness;
    • That the freedom to own, use, exchange, control, protect, and freely dispose of property is a natural, necessary and inseparable extension of the individual’s unalienable rights;
    • That the legitimate function of government is to secure these rights through the preservation of domestic tranquility, the maintenance of a strong national defense, and the promotion of equal justice for all;
    • That history makes clear that left unchecked, it is the nature of government to usurp the liberty of its citizens and eventually become a major violator of the people’s rights;
    • That it is the right of the people and their respective states to resist the unconstitutional acts of tyrannical government;
    • That it is essential to bind government with the chains of the Constitution and carefully divide and jealously limit government powers to those assigned by the consent of the governed.

  • Welfare

    Welfare

Under no circumstances should the taxpayers of the United States be obligated, under penalty of law through forced taxation, to assume the cost of providing welfare for other citizens.

    The Declaration of Independence declares:

“all men … are endowed by their Creator with certain unalienable Rights …That to secure these rights, Governments are instituted among Men …”

The Preamble of the US Constitution shows how these rights are to be secured, including:

“provide for the common defense, promote the general Welfare”.

Two clear distinctions should be made here:

    1. PROVIDE implies actively and financially supporting.
    2. PROMOTE implies a more passive approach. For example, I’ll promote that we put on a grand feast, but I want you to provide it!
    3. GENERAL Welfare is not the same as INDIVIDUAL Welfare.
    4. GENERAL Welfare would benefit the people generally. Individual Welfare targets a certain segment of society to benefit, such as the poor.

Providing Individual Welfare is NOT authorized in the Constitution.

God, who endows us with life, liberty, property, and the right to pursue happiness, also exhorts individuals to care for the needy, the sick, the homeless, the aged, and those who are otherwise unable to care for themselves.

America’s welfare crisis is government induced.

Government social and cultural policies have undermined the work ethic, even as the government’s economic and regulatory policies have undermined the ability of our citizens to obtain work.

The message of Christian charity is fundamentally at odds with the concept of welfare maintenance as a right. In many cases, welfare provisions by the Federal government are not only misdirected but morally destructive.

Charity and provision of welfare to those in need are not a Constitutional responsibility of the federal government.

Neither should taxpayers be indentured to subsidize welfare for persons who enter the United States illegally.

It is the intended purpose of civil government to safeguard life, liberty, and property, not to redistribute wealth. Such redistribution is contrary to the Biblical command against theft.

We encourage individuals, families, churches, civic groups, and other private organizations to fulfill their personal responsibility to help those in need.

  • Wage and Price Control

    Wage and Price Control

We deny that civil government has the authority to set wages and prices; doing so is inconsistent with principles of individual liberty and the free market.

The Declaration of Independence declares that the purpose of Government is “to secure these Rights”, these unalienable rights such as Liberty.

Note: Nothing in the Constitution, writings of the Founders, nor in logic, can imagine a God-given right to earn a specific wage or buy at a specific price.

  • Veterans

    Veterans

The Constitution Party appreciates the contributions of our servicemen and veterans to the preservation of American freedom. We shall continue to recognize their contributions to the national welfare by providing equitable pay and benefits to our military personnel and generous health, education, and other benefits to veterans.

    President George Washington stated:

“The willingness with which our young people are likely to serve in any war, no matter how justified, shall be directly proportionate to how they perceive the veterans of earlier wars were treated and appreciated by their country”.

We vigorously resist the attempt by any government agency to nullify or reduce earned benefits to veterans and their survivors, including but not limited to, compensation, pensions, education, and health care.

  • Terrorism and Personal Liberty

    Terrorism and Personal Liberty

America is engaged in an undeclared war with an ill-defined enemy (terrorism), a war that threatens to be never-ending and that is being used to vastly expand government power, particularly that of the executive branch, at the expense of the individual liberties of the American people.

The Bill of Rights is the first ten amendments to the Constitution. Because we will refer to the Fourth and Fifth amendments, let us read them in their entirety.

    Amendment IV:

“The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized.”

    Amendment V:

“No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the land or naval forces, or in the Militia, when in actual service in time of War or public danger; nor shall any person be subject for the same offence to be twice put in jeopardy of life or limb; nor shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; nor shall private property be taken for public use, without just compensation.”

Note: there is no exception to these rights provided for war or public danger.

    Article 1, Section 9, Clause 2:

“The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it.”

Note: The threat of terrorism has not been claimed to be a rebellion or an invasion.

The “war on terrorism” is serving as an excuse for the government to spend beyond its income, expand the Federal bureaucracy, and socialize the nation through taxpayer bailouts of the airlines, subsidies to the giant insurance corporations, and other Federal programs.

Legislation and executive actions which deprive the people of their rights secured under the Fourth and Fifth Amendments under the guise of “combating terrorism” or “protecting national security” must be vigorously opposed.

Examples of such legislation are the National Security Act, the USA PATRIOT Act, the proposed Domestic Securities Enhancement Act (colloquially known as “Patriot II”), the Military Commissions Act, the National Defense Authorization Act, and especially the creation of the Department of Homeland Security.

Any other governmental action that would deprive persons of life, liberty, or property without due process of law must be opposed.

    • The National Security Act is used by the federal government as a shroud to prevent the American people and our elected officials from knowing how much and where our tax dollars are spent on covert operations around the world. The National Security Act prevents the release of Executive Orders and Presidential Decision Directives, e.g., PDD 25, to the American people and our elected representatives. Not only are many of these used to thwart justice in the name of national security, but some of the operations under this act may threaten our very national sovereignty.
    • The USA PATRIOT Act permits arrests without warrants and secret detention without counsel, wiretaps without court supervision, searches and seizures without notification to the individual whose property is invaded, and a host of other violations of the legal safeguards our nation has historically developed according to principles descending from the Fourth and Fifth Amendments. Since we will no longer have a free nation while the federal government (or the governments of the several states, as the federal government may authorize) can violate our historic rights under such laws, we call for the rejection of all such laws and the ceasing of any such further proposals including the aforementioned Domestic Securities Enhancement Act.
    • The National Defense Authorization Act gives authority to the President of the United States to have persons arrested, including U.S. citizens, without a warrant, without a trial, indefinitely.

Repeal the PATRIOT ACT and the FISA Court, with a permanent ban on NSA domestic spying, including using other agencies, banks, and private communications or internet companies.

For criminal activities only, federal law enforcement, investigatory, and intelligence shall obtain a warrant, which can only be kept sealed for seven days.

Strict provisions of law must prohibit federal or state governments from hiding illegal actions behind the claims of State Secrecy or National Security or by classifying such activity as secret in any form.

The Constitution Party opposes all violent acts of sedition, treason, and covert guerrilla warfare conducted on U.S. soil. Individuals responsible for these acts must be punished for their crimes, including the infliction of capital punishment where appropriate.

The United States terror response must avoid acts of retaliation abroad which destroy innocent human lives, creating enmity toward the United States and its people. In accord with the views of our Founding Fathers, The United States must disengage from international entanglements that generate foreign hatred of it, and which are used as the excuse for terrorist attacks on America and its people.

The ‘war on terrorism” is not a proper excuse for perpetual U.S. occupation of foreign lands, military assaults on countries that have not injured us, or perpetual commitment of taxpayer dollars to finance foreign governments.
